Retrieve the service relationships for a specific monitor.
Each relationship records how the monitor relates to another service:
depends_on (directed), shares_infrastructure_with, or same_provider
(both symmetric). Every relationship includes the service it points to,
the monitor it belongs to, and source describing how it was
discovered.
