Lists incidents for a specific board, including their current phases and severity levels. Filter by phase or severity, and use page and per_page to paginate the results.

Error handling
A 401 is returned when the authenticated user is not authorized to list incidents. A 404 is returned when the board_id path parameter does not identify an existing board. per_page accepts at most 100; phase and severity accept comma-separated values from their documented lists.
